The First episode of pokemon was aired in Japan on April 1, 1997, Ash was 10 in this episode, so with this said, and it is now Sept 10, 2011, Ash should be and is 24 years old, yet he is drawn being 10 or 11 in the latest region. By this logic Ash is Effected by the same thing Peter Pan is, thus keeping him young forever. Until the show becomes unpopular, then he and all all the other characters will instantly age to there proper ages and the show can rest in peace.
(I am sorry Pokemon,the Anime not the games, jumped the shark the start of teh Hoenn region, made up for it with the first season of D/P, and tripped at the finish line with B/W,-and that I am refering to both the show and game-)
