    the Family Guy moment was when Family Guy parodied comedy shows that had the "Who else but…"

    The parody shows Quagmire as a sophisticated butler, and when the host says, "I do hope nothing disturbs this very sophisticated moment," <paraphrase
    he tears off his tux and pelvic thrusts in everyone's face going "Giggity giggity giggity" then it cuts to an anouncer-looking guy who says "Who else but Quagmire?" and it plays generic theme music.

    So this is basically a parody of a parody.
