If Vince is the Scout then its obvious that Billy Mays is they heavy. Both pairs are sworn rivals!
As seen in "Meet the Scout", Scout > Heavy.
So if Vince Offer = The Scout, and Billy Mays = The Heavy, we are forced to conclude:
Vince Offer > Billy Mays.
But what if Billy Mays equips Natascha? Then Vince Offer just stands there like an idiot while Billy fires cartridges into him.
