I always thought Mewtwo stayed in the cave out of respect (or fear?) of that man's magnificent afro.

Also, does the site look broken for anyone else?
I was under the impression the man was there just to make sure no one wandered in stupidly. I mean, almost nothing can stop Mewtwo, so he must be there by choice- ergo, the man was there to stop anyone wandering in and meeting an unlucky death-by-coincidence.
Notice how Mewtwo is found in the middle of a water source when you face him. Mewtwo doesn't know surf and he certainly doesn't have any Pokemon that know surf. Even he has to obey the laws of Pokemon.
This advice Oak is missing a sufficient amount of Red and Blue colourings.
To be fair, "someone in the way" is pretty much the be-all, end-all security measure in the Pokémon world.
