In order to unlock the Gaga, you must first complete the entire game in the blandest way possible
For information on how to do that, please roll Ken and read the "How to play Ken" flow chart. After winning using nothing but Hadoken and Shoryuken, Gaga will become unlocked. However, by this point you wont be playing anything but Ken, so unlocking her is pointless
Gagas strongest move is "trap".
